[msi/tests #1] Make sure tests will run on Win9x and NT

Hi,

(Numbered as #1 as I'm not sure how many will follow after this one. I will try
and get the full msi tests running/pass on Win9x, NT and W2K. A lot of skips
probably)

MsiSourceListEnumMediaDisksA is not available on Win9x and NT so we have to use
GetProcAddress. I also added a skip if the function is not available

(Current winetest doesn't use this latest addition to the tests but tomorrows will)
