comctl32: rebar[4/4]: code cleanup

REBAR_Layout doesn't need the second parameter. I've also added some 
general cleanup to this patch - I've removed some unused variables, 
renamed lcx and lcy to cxMinBand and cyMinBand which I think is easier 
to read and renamed AUTO_RESIZE to SELF_RESIZE to avoid confusion it 
with RBS_AUTOSIZE.
