Implemented and tested GdipGetImageDimension()

Hi,

My name is Jon Yang and I am a 4th year undergraduate computer science student at UCLA.
For our project in our Software Engineering class, we are working on the Wine project with
two people from Google who oversee our progress. Our group is working on implementing Gdiplus
functions for Wine.

I have implemented GdipGetImageDimension() as well as written some tests for it. The tests
also pass in Windows Vista. This function is used in CSS Tab Designer 2, GPSMapEdit, and
PowerWorld Simulator.
