Allow hex(xx) values not ending with a comma in .reg files

Hello,

with this, the example given in Bug 824 is working here as expected. The 
only problem was that regedit was only accepting hex(..) lines ending 
with a comma as the last character. I didn't have the problem with 
regedit adding '00' values as said in the bug description - so I think 
this was fixed in the meantime.
