gdi32: Fix Traditional Chinese font mapping to "PMingLiU", "MingLiU"

[Sin-ta Hsiea]

Traditional Chinese's users often use "PMingLiU" font due to the default value.
[dlls/gdi32/gdiobj.c:410] use "PMingLiU"
[dlls/winex11.drv/xfont.c:313] use "PMingLiU"
[dlls/gdi32/freetype.c:1969] does not use "PMingLiU"
