d3dx9: Start implementation of d3dx9_36

This one finally should be okay, the people on irc helped me to fix one last bug.
I have checked all functions for either not being covered by d3dx8, for using d3d9 specific
parameters (e.g. IDirect3DDevice9) or for having changed from d3dx8 to d3dx9.
