[PATCH] Add the (mostly) undocumented GBUIDisplayToggle DWORD value

Without this patch MS Project 2003 comes up with the error:
"The command is attempting to use a webpage from the site gbui://blank.htm/"

This problem seems to stem from Project 2003 not being able to add
itself to the trusted sites list in the builtin Internet Explorer. It
seems this problem can happen on Windows as well but for different
reasons as per

This key is created by default as part of Micrsoft Internet Explorer 6
SP1 install and the solution for Windows is to reinstall IE. I spent a
little time trying to figure out if a certain dll registration process
created this key but could not isolate which one if any it was. For
lack of a sure place to stick this, we go with the [misc] section of
wine.inf

P.S. Install of Project 2003 is regressed with the current tip. If you
want to test/replicate this behavior, use 1.0 to install then update
to the latest git checkout.
