mscoree: add stub for CorBindToCurrentRuntime

Hi, this allows me to start AutoCad 2006 with builtin mscoree (+mono19 of course). Runs rather nice at first sight.
(still needed to do dotnet20 first, as apparently installing mono19 alone isn't enough to make autocad think that .net2.0 is installed)

This patch is rather low risk me thinks
