gdi32: Add more asian codepages to get default fallback fonts

Hi,
    Right now only CP932 can get default fallback fonts, this patch
adds more asian codepages.
This will fix many font display issues on those locales if users set
proper font SystemLink
for "Microsoft Sans Serif".
eg.  open notepad, select font Arial, non-Latin chars will display
correctly using fallback fonts.
