kernel32: improve Esperanto locale definition (fixes bug #14006)

  .NET 2.0 requires the LOCALE_FONTSIGNATURE, or

CultureInfo.GetCultures(CultureTypes.AllCultures) will fail. I don't know what
special characters Esperanto uses, so I have copied the English signature. I have also
changed some other fields that could be a problem for some programs: the LOCALE_I* values
are no longer empty, the GROUPING field are according to the spec and the Euro abbrevation
is fixed
