ntdll: Use module path for looking for an activation context, when available

This fixes the ogg codecs installer, if you regsvr32 a ogg dll it
wouldn't work because of the manifest being in c:\ogg and not in
c:\windows\system32 (because regsvr32 is in that directory).
Doing some more tests it seems that it only looks for the manifest
inside the dll directory, not where the executable resides.
