shlwapi: UrlCanonicalize should strip all the characters <= 32 from the end of the string (with testcase, fixes bug #9723)

  Also includes a test in wininet that, contrary to what MSDN claims, 
InternetCanonicalizeUrl also strips whitespaces, even with '?' in URL 
and ICU_BROWSER_MODE. Thus, this shlwapi change doesn't introduce a 
regression in wininet (tested on Vista).
