quartz: Implement the null renderer

Normally I wouldn't send a full implementation in a single patch, but
this is the video renderer with all occurences of Video renamed to
Null, and all video specific interfaces removed. Basically
NullRenderer is an interface that connects to anything, but is
disabled by default because of the MERIT_DO_NOT_USE (0x20000).
