user32: HiliteMenuItem fails if an invalid window handle is passed to it.

Hi,

I am investigating the HiliteMenuItem test failures that are happening
on *all* platforms.

This test proves that the calls are failing with
ERROR_INVALID_WINDOW_HANDLE due to the NULL HWND passed as the first
argument.
