7/6 WineD3D: CheckDeviceFormat rewrite

Hi,

As Stefan mentioned R8G8B8 is advertised now by accident because the code isn't reached (the move wasn't done yet). I planned to move the R8G8B8 check to the top of the function but Stefan suggested to remove the !Usage checks which is nicer I think. This patch takes care of that, so R8G8B8 will be blacklisted again depending on the directx version.
