1/3 WineD3D: CheckDeviceFormat rewrite

Hi,

Don't perform a !Usage check for resource types. At the end of the function we are already doing this as we are doing 'Usage == UsageCaps' which should do the same as no UsageCaps would get set if Usage equals 0.

This fixes a regression as it makes sure that the dxVersion check for R8G8B8 is reached again. This makes BF1942 happy.
