user32: fixed the HiliteMenuItem tests to pass on Windows 9x [try 2]

Hi,

This is the second patch from my previous submission to fix the
HiliteMenuItem tests on Windows 95/98/ME that will apply cleanly
without the other patch that makes Wine pass the argument checking
tests.
