shlwapi: added STGM_TRANSACTED tests for SHCreateStreamOnFileA/W/Ex. [try 2]

This patch tests behaviour of the SHCreateStreamOnFile functions when
passed the STGM_TRANSACTED flag.

This accommodates both XP and Vista behaviour, while also working on
Wine (with appropriate todo_wine blocks).

ChangeLog

1 - initial version
2 - better test cases for STGM_TRANSACTED for SHCreateStreamOnFileEx -
it doesn't return E_INVALIDARG in most cases, so actually does
something.
