gdi32: test retrieving BI_BITFIELDS info for 16bpp modes

This isn't implemented in Wine yet, which seems
to be related to the 16-bit-graphics bug 7477 and its
possible duplicate bugs 10914.
Thanks to Anastasius Focht and Andrey Turkin for
the analysis.

Note that this test only checks anything if the
screen is in 16 bpp mode.  In other modes the
test is skipped.
