#1 wininet: Support http_proxy environment variable. (resend)

This series started with an attempt to fix two 1.0 bugs:

Of course, it slowly grew into an attempt to fix proxy support in Wine.
I certainly haven't fixed all problems but it should be in decent shape
after these patches. Almost all tests succeed here when run through a
non-authenticating proxy.
