quartz: Update avi splitter to use seperate threads to process output, with tests (try 2)

Add tests. They pass on xp and there are 3 TODO's on wine, I would
like to fix them but I would also like this code in before the code
freeze.

Since the tests pass on xp I now have proof that there are
$amount_of_streams + 1 (or 2) threads and that wine will have it too
with this patch.
