[kernel32/tests] Skip tests if codepage is not installed/available

Hi,

Some codepages are not installed/available on win95 and NT4.

I also changed a trace to a skip (while also mentioning the fact it's not
available on NT4).

Last one is that I changed an ok-text to reflect the actual test:

-    ok(cpinfo.MaxCharSize == 4, "expected 5, got 0x%x\n", cpinfo.MaxCharSize);

where obviously 'expected 4' should have been.
