kernel32: tests/comm.c: increase time slop

On an Athlon XP 2100+ with 768MB RAM running Gutsy and winetest,
I got
comm.c:1336: Test failed: Unexpected time 624, expected around 500
So raise the time slop from 100ms to 150ms to make the test less flaky.
