richedit: Added tests reveal a problem with EM_SETCHARFORMAT's affect on the undo stack

Crosstests were run on Windows XP, and the failing tests were marked
todo.  I also added a FIXME message in function
ME_SetDefaultCharFormat where an undo item that breaks a test.

I didn't make any changes to the actual code besides the tests and comments.
