[setupapi/tests #2] Skip some tests if we are on win9x

Hi,

We don't want to have the 'Add New Hardware Wizard' on win98. The majority of
tests fail for win95 so I oprd for skipping them.

Do we need a better way of distinguishing whether we are on win9x ?
