[PATCH] mshtml: Added ProxyEnable / ProxyServer handling. (try 2)

Hi,

This patch sets the gecko http / https proxy settings based on the IE
proxy settings in the registry.

The documentation I read was wrong, ProxyEnable is a REG_DWORD, not REG_BINARY.
