[setupapi/tests #2] Fix a test on NT4

Hi,

NT4 returns something different. We have again need a way to skip these tests on
win9x (win95 fails most of them, win98 pops up the 'Add New Hardware Wizard').

The devinst_RegDeleteTreeW seems to be needed only on Wine. On all Windows
platforms I've tested so far we could use a normal RegDeleteKey. I will add some
tests for that.
