[user32/tests #2] Prevent writing to not allocated memory

Hi,

(Not dependent on the one for win.c).

If CreateDIBSection fails we won't have a pointer to the the bitmap bit values 
and this crashes the cursoricon test on win9x.

This patch again only prevents the crash and doesn't fix the failures on win9x.
