advapi: add stub for GetNamedSecurityInfoExA()

The only reference I can find on an MS site to this routine is here:

     http://www.microsoft.com/msj/1297/nt5dll2.aspx

This says the routine was introduced with NT 5.0 but does not give the API.

The only description of the API I can find is here:

While I was not born knowing the Windows API and I'm not such what all 
the -A and -W stuff is about, I've now seen enough Wine code to be happy 
that the stub is consistent with the API given even down to the return code.

It is just a question of whether the web page is to be believed.  If it 
isn't, fair enough.  WordPerfect Office 2002 will never install under 
Wine.  Let's hope it the only app that fails for this reason.
