user32/tests: Fix crash on win9x in the dde test [try 3]

The Patch fix only the crash on win9x.
Existing test failures on win9x are for a seperate Patch.


try 2:
replaced "ok(broken(is_win9x), ..." with "win_skip("

try 3:
Use "if (0)" to disabled the test of
DdeCreateDataHandle with an invalid instance id.
(detect win9x by testing for missing features no longer needed)
