user32: TPM_ENTERIDLEEX needs to be set for popup windows (resend2)

Changelog:
user32:TPM_ENTERIDLEEX needs to be set for popup windows since
applications expect the owner window to be set for WM_ENTERIDLE. A NULL
window made several
?applications, such as Fritz 9 - 11 crash
