kernel32/oldconfig.c: implement contruction of SERIALCOMM registry entries

Fixes bug 11811 and others.
Implements create_serialcomm_branch() which scans <wineprefix>/dosdevices/ for com1, com2, com3,
com4, using stat(), and adds keys for those which exist.
Moves create_hardware_branch(), which created only scsi keys, to create_scsi_branch().
