2/2 Opengl32: add a test case for WGL_ARB_create_context/opengl3

Hi,

Add a test case for WGL_ARB_create_context which is required for opengl3 support. While linux drivers lack support for GLX_ARB_create_context this allows us already to collect some results about behavior of the function on Windows.
