[3/5] richedit: Test to see if wrapping happens with redraw disabled.

Wrapping was being prevented in ME_RewrapRepaint while redraw was
disabled, so I wrote this test to check for this behaviour in Windows.
It turns out that Windows still wraps the paragraphs since it needs this
information for other calls like getting the line count.
