[3/5] Add stub for IoRegisterDriverReinitialization() (try 2)

Adds a stub for IoRegisterDriverReinitialization(),
needed by Homeworld 2 copy protection. MSDN says that
it is declared in ntddk.h, so I have there declared
it. Also added a typedef for PDRIVER_REINITIALIZE.
