tools/wine.inf.in: add default directX registry key for InstalledVersion

Hi, this is needed by lively installer (http://bugs.winehq.org/show_bug.cgi?id=14381) , otherwise it crashes. (it's also created by directX runtime installer, but as wine implements directX itsself it should be added by default)
