Windows XP Classic Theme Colors (Resend)

Hi there! I have a problem with Win XP Classic Theme colors and saw your "patch".  What do I have to do to install it? I don't seem to be able to do anything with it. I saved it but when I double click on it it says that I need a program to open it. Any suggestions?
