Changelog:
	user32.dll: Implementation for LockWorkStation() that sends a message to 
desktop window

A WM_SYSCOMMAND with wp=SC_SCREENSAVE and lp=1 is sent to the desktop window.

The actual action is taken in Explorer which knows if it executes in a virtual 
desktop.
