msi: add stub for MsiSetExternalUIRecord (try 3)

Grrrr, this patch is driving me crazy, now with the patch attached


Updated , used psdk definitions, as msdn stated INSTALLUI_RECORD_HANDLER, whereas it should be INSTALLUI_HANDLER_RECORD. Looked it over several times, i hope it's ok now...


this is needed to make .net 2.0 SP1 installer happy
