[gdi32/tests] Skip several tests on Win9x

Hi,

No use in adding dozens of broken() statements. I tried that but it's 
not worth it as almost all ok()'s have to be changed.

I'm even tempted to create a patch that skips all pen tests on Win9x. 
Out of the 539 tests run we still have 213 tests that fail.
