[2/2] wininet: HTTP_HttpAddRequestHeadersW should ignore 0-length headers

Fix bug 18180 and the wine_todo test case the first patch introduced.
We simply treat a 0-length header as successful and continue parsing
after it.
Updated to test for !*lpszStart instead of strlenW(lpszStart)==0.
