opengl32: add opengl 3.2 extensions

Hi,

This patch adds support for the latest OpenGL 3.2 extensions. Some
modifications have been made to make_opengl and the rest of the code
has been automatically generated. Previous versions of gl.spec marked
some functions as GL_VERSION_3_0_DEPRECATED and now they are back
again at GL_VERSION_3_0 and I guess for the future as well.
