winemp3.acm: Update to libmpg123 1.8.1

This is the minimum set of files from libmpg123 required to enable 
mpg123 decoding support, modified as little as possible to allow make 
and makedepend.

Additionally:
Memory allocations have been changed to HeapAlloc/HeapFree
Wine Debugging is used including adding linefeeds to all the debugging 
lines.
Some unneeded header file includes have been removed from the code
LGPL 2.1 license header added to each file.

Defines in the Makefile help limit the features compiled and looked for.
