tools/wmc: support higher range of Message ID's

Hi, this is part of bug http://bugs.winehq.org/show_bug.cgi?id=16002

The installer crashes firstly because it can't find Message ID 0x80040154 (REGDB_E_CLASSNOTREG). This patch allows higher possible range of message id's (i checked in windows' xp's kernel32 the highest Message ID is 0xC0090002, so 0xffffffff seems like a reasonable value to me)
