WGL: add a direct rendering check to new winediag channel

Hi,

This patch adds a check to figure out whether Direct Rendering is used
on a local X11 server. On a lot of 64-bit systems this is not the case
due to misconfigured OpenGL drivers. The error is shown in a new user
readable debug channel 'winediag'. In the future this channel should
be used in more places for providing diagnostic output.

The check which checks if the X11 server is local or not was suggested
by Xorg developers.
