[shell32/tests 2/5] Decide whether to use CSIDL_PROGRAMS or CSIDL_COMMON_PROGRAMS by checking admin rights

Hi,

Before Vista the use of CSIDL_PROGRAMS or CSIDL_COMMON_PROGRAMS was 
dictated by the fact whether we have administrator rights.

As of Vista, CSIDL_PROGRAMS is used for the tests we are running.

Tests are run on a German Windows 7 box, on winetestbot and on W2K as 
user and Administrator with both short and full path in the title bar.

(Full path as a user on NT4-W2K3 failed before)
