crypt32: Check authority key identifer extension to determine if a certificate is self-signed

A certificate issuer may self-sign another certificate for itself,
e.g. to support key rollover.  Previously wine would stop as soon as
the subject and issuer names were identical, but this allows to create
chains in which multiple such certificates exist, as long as the
authority key identifier extension is used to indicate which issuer
certificate is intended.
