comctl32[1/5]: toolbar: move common TB_ADDBUTTONS and TB_INSERTBUTTONS code into a helper function, makes TB_INSERTBUTTON with a text perform a recalc (with testcase)

  After fixing the TB_INSERTBUTTON recalc bug, the code is the same as 
for TB_ADDBUTTONS, so it can be moved into a single function.
