[winetest] Make sure that we can run the fusion tests

Hi,

Fusion tests are currently not run on Windows even if the dll is present. As we
can't use LoadLibrary I simply check if the to be tested dllname is the same as
on in the char array (fusion only for now) and proceed if it is. We can safely
do this as all the fusion tests check for the availability of dlls/procs anyway.

I didn't add a version checking routine for the .NET dlls but this could be
easily implemented I assume.
