winedos: Improve PIT emulation. (resend)

Hi,

there are WIN9X apps (at least one), that require a better PIT
(Programmable Interval Timer) emulation.
Implemented mostly according to:
http://www.stanford.edu/class/cs140/projects/pintos/specs/8254.pdf
